《Public Rental Housing, Reform It This Way: Seven Innovative Strategies for Public Rental Housing Trapped in the “1989 System” 》is a policy-oriented book co-authored by twelve housing and real estate experts, including Kim Ji-eun. The book examines the limitations of South Korea’s public rental housing policy and proposes directions for reform. It defines the public rental housing framework, which has remained largely unchanged since the introduction of permanent rental housing in 1989, as the “1989 System.” By diagnosing the stagnation of Korea’s public rental housing policy since that time, the authors argue that public rental housing should be redesigned as a core pillar of housing welfare. To achieve this goal, they present seven innovative reform strategies that reflect the changing social and economic environment and offer a comprehensive blueprint for a more effective and sustainable public housing system.
I received this book as a farewell gift from the senior researcher upon completing my college internship at the SH Urban Research Institute, where I participated in a study titled ‘Measures to Improve Holding Taxes on Public Rental Housing’ conducted by the Seoul Housing and Communities Corporation. This experience allowed me to study and deeply reflect on the public rental housing system, the housing issues we face in our daily lives, and the social problems arising from rapidly changing real estate tax policies.
《공공임대주택, 이렇게 바꿔라: ’89체제’에 갇힌 공공임대주택의 7가지 혁신 방안》은 김지은을 포함한 주택·부동산 전문가 12명이 공동 집필한 책으로, 한국 공공임대주택 정책의 한계와 개혁 방향을 제시한다. 1989년 영구임대주택 도입 이후 크게 변화하지 않은 공공임대주택 체계를 “89체제”라고 규정하고, 1989년 이후 정체된 한국 공공임대주택 정책을 진단하고, 변화한 사회 환경에 맞는 7가지 혁신 방안을 통해 공공임대주택을 주거복지의 핵심 제도로 재설계해야 한다고 주장하며 변화된 사회·경제 환경에 맞는 혁신 방안을 제안하는 정책 제안서이다.
이 책은 서울주택도시공사 SH도시연구원에서 진행한 “공공임대주택 보유세 개선방안” 연구에 참여하면서 수석 연구원님께 대학생 인턴 근무를 마치며 선물 받은 책이다. 공공임대주택 체계와 우리 가까이에 마주하고 있는 주거 문제, 급변하는 부동산 조세 정책으로 발생하는 사회 문제에 대해 공부하고 고민하는 시간을 가질 수 있었다.
